Understanding Ragging
What is Ragging?
Ragging constitutes one or more of any intentional act of harassment, abuse, physical or psychological harm caused by a student to another student, especially a junior, within or outside the campus premises. Satyadeo College Gouripur maintains an absolute zero-tolerance policy towards any form of ragging.
As per the Hon'ble Supreme Court of India and UGC Regulations on Curbing the Menace of Ragging, 2009, the following acts constitute ragging:
- Teasing, embarrassing, humiliating, or playing practical jokes on newcomers
- Forcing a student to do any act that causes them physical or psychological harm
- Asking indecent questions, making indecent gestures, or using abusive language
- Any form of financial extortion or wrongful restraint
- Causing grievous hurt, wrongful confinement, assault or criminal intimidation
- Any act of sexual abuse including eve-teasing or obscene behaviour

Satyadeo College Gouripur strictly abides by the UGC Regulations 2009 and all applicable Supreme Court directives on preventing and prohibiting ragging.
- Not to indulge in any form of ragging
- Not to participate in or abet ragging
- To report any incident of ragging witnessed
- To be liable for strict punishment if found guilty
- IPC Section 323 — Voluntarily causing hurt
- IPC Section 341 — Wrongful restraint
- IPC Section 342 — Wrongful confinement
- IPC Section 506 — Criminal intimidation
- IPC Section 509 — Word, gesture or act intended to insult modesty
- IPC Section 294 — Obscene acts and songs

- Submit a written complaint in the Complaint Box placed at the college entrance
- CCTV surveillance across campus premises and entry/exit points
- Regular surprise checks by Anti-Ragging Squad members
- Awareness sessions and orientation programmes for new students
- Display of anti-ragging notices and helpline numbers prominently
- Sensitisation workshops for faculty and non-teaching staff
- Online anti-ragging undertaking submission through UGC portal
Punishments & Consequences
UGC Regulations & Strict Penalties
The University Grants Commission (UGC) Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009 mandates all colleges to take strict action against perpetrators of ragging. The severity of punishment is commensurate with the gravity of the offence.
Any student found guilty of ragging shall be liable to one or more of the following punishments as decided by the Anti-Ragging Committee:
Institutional Punishments
- Cancellation of admission and rustication from the institution
- Suspension from attending classes and academic privileges
- Withholding or withdrawing scholarship or fellowship benefits
- Debarment from representing the institution in any examination or event
- Fine up to ₹25,000 and/or community service within the institution
- Collective punishment where the group as a whole is held responsible
- Filing of FIR with the local police as per applicable IPC sections

Every student is expected to follow these guidelines to ensure a safe, respectful, and welcoming environment for all members of the college community.
Do's
- Welcome and respect all new students as equals — irrespective of their background
- Report any form of ragging to the Anti-Ragging Committee or Principal's Office immediately
- Submit the anti-ragging undertaking honestly and in the spirit of commitment
- Extend a helping hand and friendly guidance to junior students
- Participate in orientation programmes and anti-ragging awareness campaigns
- Speak up if you witness ragging — silence makes you a bystander
- Use the UGC helpline (1800-180-5522) or antiragging.in to report complaints
Don'ts
- Never indulge in any act of physical or mental harassment of fellow students
- Do not use abusive, derogatory, or insulting language with any student
- Never force juniors to perform embarrassing or demeaning tasks
- Do not extort money, goods, or favours from any fellow student
- Never participate in or encourage ragging, even if it seems harmless
- Do not withhold information about a ragging incident from authorities
- Never retaliate against a student who has reported ragging — it is their right
